Terms & Conditions

Definitions

We: refers to ICF Energy LTD.

Partners: Organisations we work with who are accredited and qualified in the respective fields.

Occupancy Assessment: An assessment to discover if the owner or tenant is eligible for insulation works under the ECO 4/GBIS funding mechanism.

Property Assessment: An assessment to discover whether the property is eligible for insulation measures under the ECO 4/GBIS funding mechanism

Retrofit Assessment: An accredited survey of your property for the suitability of insulation measures pre-installation, by a competent person(s)
Eligibility (Associated) Eligibility

Information: Information required to demonstrate that a household is eligible for ECO4/GBIS funding mechanism. This includes (i) ESTC (ii) Homeowner/Landlord permissions/declaration (iii) Utility Bill, dated within 12 months (iv) Tenancy Declaration (for Landlords & Homeowners)

ESTC: A form which the occupant signs to confirm they are eligible for funding and (or) are the owner of the property.

Tenancy Declaration: A document which both the landlord and tenant must sign to prove occupancy.

Obligation & Eligibility Information

ICF ENERGY LTD Will Carry out a basic assessment of your properties eligibility and the occupants eligibility in order to determine the best insulation and (or) Heating measures suitable for the property, with a fully accredited Domestic Energy Assessor/Retrofit Assessor. This will then be passed over to our partners, who are qualified and accredited to carry out the technical aspects of your installation.

If the property is tenanted, then the tenant is required to sign the ESTC form, which identifies eligibility for the ECO/GBIS scheme funding. The tenant will also be required to sign a tenancy declaration as evidence of occupancy and produce a utility bill dated within 12 months to support the tenancy declaration evidence. The landlord, Company, or agent acting on behalf of the landlord must then sign permissions for the insulation and (or) heating works to go ahead. The landlord, Company or agent acting on behalf of the landlord must also complete the tenancy declaration to confirm the tenants occupancy and their control over decisions for the property.

The Tenant & Landlord, by signing these documents accepts the role and obligations of ICF ENERGY LTD. The Tenant & Landlord also accepts that their data will be passed to our partners in accordance with our Privacy Policy, so that the partners can contact you in order to arrange for the installation of insulation and (or) heating measures.

If the property is homeowner/occupied, then the owner (or eligible person residing at the property) is required to sign the ESTC form, which identifies eligibility for the ECO/GBIS scheme funding. The owner will also be required to sign the permissions form for the insulation and (or) heating works to go ahead. The owner will also be required to provide a utility bill dated within 12 months to support the occupancy claim. Where the owner is not the one who is eligible, but someone residing at the property with the owner is eligible, then the eligible person will also be required to produce a utility bill as evidence of occupancy (usually in the form of bank statement, if not the bill payer and over 18)

The Homeowner occupying the property, by signing these documents accepts the role and obligations of ICF ENERGY LTD. The Tenant & Landlord also accepts that their data will be passed to our partners in accordance with our Privacy Policy, so that the partners can contact you in order to arrange for the installation of insulation and (or) heating measures.

Process

After the occupancy assessment and property assessment has been conducted by ICF ENERGY LTD and the eligibility information has been signed and collected, the property will be scheduled for a retrofit assessment from the designated partner firm.

ICF ENERGY LTD, will email the landlord, homeowner, company or agent the proposed set of insulation and (or) heating measures selected for the property in line with the grant funding. ICF ENERGY LTD will email the landlord, homeowner, company or letting agent the contact details of the partner firm which has been selected as the installer of works at the property and any associated literature that firm wishes you to see.

The partner in turn will contact you with a view to carrying out the proposed insulation measures. Copies of the ESTC, Homeowner/Landlord Permissions, the Utility bill and any other evidence required to prove eligibility under the scheme will be made available to the partner firm by ICF ENERGY LTD, in line with our privacy statement. If an email is not available these communication will be made in writing or verbally over the telephone.

Acceptance of these terms and conditions is the signing of the required eligibility forms.

Responsibilities & Liabilities

ICF ENERGY LTD, will contact you with an installation date for the proposed insulation and (or) heating measures on behalf of the partners.

Similarly our partners may contact you themselves to arrange the install.

Acceptance of the installation date and the installation including allowing the insulation to go ahead, is acceptance that the partner firm is fully responsible for the installation of insulation and (or) heating measures at your property and your consent for works, is an implied contract between you and them, with regards to the installation of insulation works. Acceptance of this implied contract is the acceptance of the partner firm to begin the work, having considered their literature via correspondence.

ICF ENERGY LTD SOLEY accepts responsibility for (i) the initial eligibility assessment which includes the occupancy eligibility & property eligibility. (ii) The gathering of associated eligibility information. (iii) Selecting a partner that is accredited and qualified to carry out your installation at your property.

During the installation process, if you have any queries you will need to contact the partner firm, selected to carry out the installation and NOT ICF ENERGY LTD.

Cancellations

ICF ENERGY LTD reserves the right to cancel or alter the date of an installation at any time.

If an installation takes longer than the anticipated install time or the date is changed for whatever reason we accept no liability for financial loss as a consequence of the installation taking longer than expected or as a consequence of the date being changed.

The Landlord, Homeowner (residing at the property), Company or Agent acting on behalf of the owner is free to cancel the insulation works at any time prior to the commencement of works.

However if a retrofit assessment has been carried out at the property then a charge of £150 will be billed to either the Landlord, Owner (residing at the property), company or agent acting on behalf of the owner for the cost of the retrofit assessment and administration of organising the assessment.

This will be invoiced/ owed to IICF ENERGY LTD and due within 30 days of the cancellation. PLEASE NOTE: This is distinguishable from the initial eligibility assessment consisting of occupancy eligibility, property eligibility and the gathering of associated eligibility information, which DOES NOT attract a charge on cancellation.
